The "father of Russian Marxism", George Plekhanov directed most of his writings against the Russian "populist" movement to which he once belonged. He insisted that although, in principle, in semi-feudal societies such as the Russian, the first revolution would of necessity have to be a "capitalist" one. However, he noted that bourgeoisie was too weak to bring it about and thus it fell upon the proletariat to conduct "both" revolutions. However, he condemned the methods of Lenin and the Bolsheviks (...) soon after 1917. In books such as Socialism and the Political Struggle, Our Differences and On the Development of the Monist View of History, Plekhanov argued that a successful Marxist revolution could only take place after the development of capitalism. According to Plekhanov, it was the industrial proletariat who would bring about a socialist revolution. Plekhanov was strongly opposed to the political views of people who argued that it would be possible for a small group of dedicated revolutionaries to seize power from the Tsar. Plekhanov warned that if this happened, you would replace one authoritarian regime with another and that a "socialist caste" would take control who would impose a system of "patriarchal authoritarian communism. The purpose of the study is to determine the compliance of the legislative interpretation of the concept of "traditional family values" with the cultural codes of legal consciousness that have developed to the current moment. In connection with this goal, the article examines the types of modern Russian family, taking into account the peculiarities of the mentality, cultural and religious traditions of the peoples of our country, analyzes the content of the norms of the Basic Law, as well as other (...) legislative acts of the Russian Federation. The scientific novelty lies in the application of the methodological tools of legal hermeneutics to determine the content of the concept of "traditional family values" and substantiate the conclusion that the transfer of this concept from broad social contacts to the field of professional legal thinking occurs in accordance with the formed cultural code. The work highlights the problems of economic risk management in a territorial context. The purpose of the study is to substantiate the strategic management of economic risks in a territorial context, based on the development of a mechanism of criteria that can give a generalized assessment of the results of risk situations, based on consideration of the variability of the development of the territorial economy. When assessing risks, special attention is paid to the economic results of the consequences of their (...) occurrence for the objectivity of strategic planning. The materials studied on various approaches to risk assessment show the economic category, while there is a functional connection between social and economic processes. The calculation technology itself requires improvement, which consists in creating a mechanism for generalizing indicators, concentrating them in a territorial context. Most likely, when developing a strategy for the development of the economy of a territory, it will be necessary to consider the variability of events that involve the occurrence of risks, providing an objective assessment of risks when making management decisions. The scientific novelty of the study is to justify the development of a mechanism for assessing the risks of the territorial economy, based on the relationship between the consolidation of risk analysis indicators and the effectiveness of the development of socio-economic processes, while comparing various options for the forecast effect. As a result of the study, the problems of assessing the strategic management of economic risks in the territorial context made it possible to develop generalized indicators characterizing risk events.
